If you trying to run most of x64 stuff for modern OS - you will receive that message


but in case of IDA PRO you could patch its 2 main exes IDA.EXE & IDA64.EXE to drop requirements of OS version & subsystem version from Major6 Minor0 to Major5 Minor1.
Above requirements succesfully reduced becaise IDA don`t uses any specific API to last windows versions.
